Well after looking through a few pages of Amazon, i found this book by a Japanese artist who has written quite a few “how to” books.
I couldn’t find a beginners one that was in English on amazon.co.uk (they were all in Japanese or Spanish), but if you’re okay with ordering from amazon’s American site then this book has lots of good reviews:http://www.amazon.com/Draw-Anime-Game-Ch…
If that’s not the kind of book that you’re looking for, you should use amazon’s search to look for books by Tadashi Ozawa; most of them get really good reviews. (Make sure that you check the language though!)

with out a dout vampire knight and vampire knight guilty ( each season has 13 )
karin ( 24 episodes )
rosario + vampire ( 13 episodes )
vampire princess miyu ( has 26 episodes )
and those are the only good ones with romance in them in my opinion

it says you can download the episode ive never had a reason to download them so i dont kno if it works but you can give it a shot.

I really can’t give you specific episodes, but a few animes I know which have a simile of romantic scenes include:
Vampire Knight (Yuki, Kaname, Zero interactions)
Blood + (Hagi, Saya interactions)
Hellsing (Alucard, Seras, Integra) Moments of romance in this are rare, but the art is incredible
Trinity Blood (Abel and Esther)
Black Blood Brothers (Jiro and Mimiko)
There are many others, including manga you can get screen shots of:
All of the above have manga.

Rosario+Vampire (has some scenes not fit for younger people)
Vampire Kisses
Millennium Snow
Bloody Kiss

This is only possible to automate if you are working with 3D computer generated images (or, if by chance you happen to have a normal map for the image in question, I’d highly doubt it).
Sometimes what people do is literally draw on top of an image to make it look animated. You could do this in photoshop, keep the background as a layer and hide it when you’re done.
